Proposed process for assessment of CPD application forms

1. Pre-assessment

All those eligible for CPD will be sifted against the elements specified in appendix A, section 2. Those who are not subject to the sift elements in appendix A, section 2 will not be required to complete an application form to receive their CPD payment during 2007/08; they will be awarded CPD.

Those who are subject to one or more of the sift elements will be written to individually explaining (i) which elements they are subject to; and (ii) what they need to do to be considered for CPD (i.e. complete an application form, and submit this to their Assessor).

2. Completion of CPD application form

Those who are subject to one or more of the sift elements will be required to complete an application form to be considered for CPD. If they do not complete an application form, they will not receive CPD.

Completed application forms are to be passed to the employee’s ‘Assessor’. For all FFs, CMs and WMs, their Assessor is their Station Manager (or non-uniform equivalent). For all other employees, their Assessor is their line manager.

3. Assessment.

The Assessor will assess the application form, and make a recommendation as to whether or not the employee should receive CPD, with reasons. The recommendation will be passed to the ‘Verifier’. In all cases the Verifier is the line manager of the Assessor.

4. Verification

The Verifier will consider the application form and the recommendation of the Assessor. The Verifier will confirm agreement to the recommendation or otherwise.

Area Managers will ensure the verification process within their areas of responsibility is carried out consistently. The Area Manager will sign off the verification outcome. The employee will be advised of the outcome of their application, and if the application is not supported, their rights of appeal.

5. Appeals

The employee can appeal against a decision not to award CPD. Appeals will be heard by an Area Manager previously unconnected with the decision not to award CPD to that employee. The appeal will be a hearing at which the employee is entitled to be present and to be represented.
