All I've heard is that they wanted a cafe to have 'take out' so they tried to convert the shop

I think we are going to see more of this type of incident as personnel are forced into doing driving courses to try to make up their salaries.

Look at the thread about fire appliance crash in catford below this thread.
Not sure how forcing people to drive to increase their money makes a crash happen but I am sure someone will explain in a calm reasonable manner without jumping down my throat.

I think it is the fact that they are forcing people to drive to get their money that would otherwise have not have done it or left it till they were more confident
See in a reasonable manor too
